Commercial pilot just lets you get a job flying, tours, mail… things like that, however an ATP or airline transport pilot is a commercial pilot rated to fly multi passenger aircraft, i think the minimum # for the aircraft is more than 8 people.

As an ATP, I am authorized to pilot a jet aircraft for a commercial air carrier and can give instruction as an employee of that air carrier. Other than that, an intrument rated commercial pilot has the same privileges.

Like John mentioned, a commercial allows you to act as PIC of an aircraft only requiring one crew member to fly. It also allows you to fly co-pilot in an aircraft requiring more than one crew member.
An ATPL allows you to fly as PIC of a multi crew aircraft.

Since others have nailed your first question, I will go after the second. Technically, there isn’t a ‘best’ aviation school. It depends upon your goal, the airlines that the school feeds to, their teaching technique, the equipment used, the school’s location, ect. It depends on you.
The ‘best’ school is any school where you ‘mesh’ with the instructor, and knowledge is passed along with minimal problems. If you gain a clear functional understanding or even master every basic aspect of flying, then THAT is the best school. Evaluate the different programs, pay them a visit to get a feel for their operations, and decide accordingly. Bells and whistles don’t make a school the ‘best’.
There is no short cut. You have to do your own research. After all, it’s your money and time.
